Sir:
We are this afternoon in receipt of the follow-
ing cable from our Hong Kong house:
''Kaifong' has been arrested at Cebu for smugɛ-
ling stowaways, bail required for £14,000.
Manila telegraph: there is reason to believe
the fine is £14,000. Cannot too strongly
recommend Foreign Office wire instructions direct
to Consul Manila'.
There is another cipher at the end of the
message, but as it has been mutilated beyond recog-
nition, we are unable to say what it is intended to
convey until it has been repeated.
May we ask you to be good enough to grant us
an interview to-morrow with reference to the above,
